HB 2643, expands minimum standards for child care facilities. This bill is effective November 1, 2008. To view HB 2643 in its entirety, click here. A summary of the bill is below:
- Creates term limits for Child Care Advisory Committee members;
- prohibits persons under 18 to be left alone with children;
- compels OKDHS to search Oklahoma State Courts Network website for new employees, persons over 18 residing in a child care facility, and applicants for licensure;
- requires providers to search Child Care Worker Registry (Effective July 1, 2010) prior to employment or allowing a person over age 18 to reside in a child care facility;
- requires background checks from previous states of residents for persons living in Oklahoma less than three years;
- prohibits OKDHS from issuing a permit or license until certain records searches and trainings are completed;
- compels OKDHS to provide additional information to providers regarding complaints;
- compels OKDHS to make certain notifications when upon revocation or denial of a license; provide OKDHS with the authority to issue an emergency order for unlicensed facilities;
- compels OKDHS to establish a review process for emergency orders; authorizes a CLEET certified officer to issue a citation and fine for unlicensed care or after a revocation or denial when the provider continues to operate;
- establishes the child care worker registry effective July 1, 2010 to include processes for recording persons who have confirmed abuse or neglect in a child care facility, have had their license revoked or denied or who have certain criminal histories:
- creates a quality of care development fund
